Review of China Refining Market in Feb 2013

News Spot:

China is aiming to slow energy consumption in the years to come in order to create a greener economy. Total energy consumption will be reduced to less than 4 billion mt of standard coal equivalent by 2015, according to an energy plan for the 12th Five-Year Plan period (2011-2015).

China will proactively introduce a set of new taxation policies designed to preserve the environment, including a tax on carbon dioxide emissions.

China requires its nonferrous metals industry to improve energy efficiency by 18% by the end of 2015 to conserve resources and reduce pollution.

Crude Refining:

Sinopec and PetroChina are expected to process a combined 29.77-mil mt of crude in Feb, with daily throughput up by 0.8% from the previous month.

China’s petrochemical market is expected to see increasing capacity expansion in 2013 and beyond, while continuing economic growth bodes well for demand..

Crude:

China aims to keep its crude production capacity at about 200-mil mt/year in 2011-2015. China also sets a limit of 61% for dependence on foreign crude in 2015. China intends to raise its refinery topping capacity to 620-mil mt/year in 2015.

Notes: China NBS (National Bureau of Statistics) used not to issue the production data in Jan. SZ will offer Jan-Feb’s oil products production data in next issue.
