SZ Review of China Natural Gas market in the 2H-May, 2013


China’s State Council has released a list of projects that will be exempt from certain centralised administrative approvals – including four gas-related items. As a result of the decision, exploration and development of new oil and gas fields will be designated as independent company operations and, therefore, exempt from NDRC sanction. The decision by the State Council also stripped the Ministry of Commerce (MOFCOM) of the power to approve foreign cooperative contracts in the oil, gas and CBM segments. Previously, all such contracts – onshore and offshore – were subject to MOFCOM sanction.


Furthermore, two categories of gasprojects previously subject to NDRC approvals will be delegated to local governments – namely, investment in distributed gas-fired power plants and interprovincial oil and gas transmission pipeline networks. The directive does not apply to transprovincial and international pipeline projects.



China’s apparent consumption* of natural gas, including natural gas (gaseous) and liquefied natural gas(LNG), down 0.1% on monthly to 13.54 billion cu m in Apr’2013, up by 16.8% on yearly, according to SZ Energy survey.  


Import & Export:

China’s Apr’2013 Liquefied Natural Gas Import up 24.0% on-month to 1,559.3-kmt, and up 47.5% on-yr;

China’s Apr’2013 Natural Gas (Gaseous) Import up 16.7% on-month to 1,725.4-kmt, and up 33.1% on-yr;

China’s Apr’2013 Natural Gas (Gaseous) Export up 30.3% on-month to 141.9-kmt, and up 41.5% on-yr



Karamay Xinjie Liquefied Natural Gas Co., Ltd., under Xinjiang Xinjie Co., Ltd., of which Kunlun Energy Company Limited is the holding company, has made major breakthroughs in the oil-to-gas project for oilfield special operations vehicles.



The Myanmar-China natural gas pipeline has been completed and is ready for trial operations, and a parallel oil pipeline is 94% complete, state-owned China National Petroleum Corp. said on May 31 . 


Sinopec has begun storing natural gas in a depleted gas reservoir at a facility in central eastern China known as Zhongyuan Wen 96. Capacity of the facility is to be expanded to 430 million cu m, with 150 million cu ft of working gas. It’s Sinopec’s first underground gas storage program.
